Scoring weight

The 40 / 30 / 30 framework, in charts.

Readiness is scored from published evidence across three pillars and ten sub-metrics. The evidence rule is deliberate: absence of public evidence is scored 0 and flagged as a data gap, not assumed.

National average

Readiness movement, FY2024 → FY2025

Readiness rose 15.3 percentage points nationally, yet most states remain below 30% — the ceiling, not the floor, is what moved.

Why it matters

You cannot strengthen what you cannot see.

Climate risk lands first on states, schools and communities. Making readiness visible turns climate action into something people can track, debate and improve — and turns evidence gaps into a map of where support is most needed.

Engage

For governments and public institutions.

Index findings are the entry point to a State Climate Readiness Partnership: a structured programme that turns the assessment into an implementation plan.
